In my opinion, yes.  I went to Omsoft's website hoping to obtain 
information about what was going on.  There was *some* indication of the 
problem on its Network Status page, but it was a bit cryptic (some mail 
services down, no ping to yahoo.com).  Definitely a DCN-Annouce should be 
sent in such circumstances, and perhaps a web-based notice as well.
